The U.S. Department of Energy (DOE) proposes to establish its test procedures for high-intensity discharge (HID) lamps under the Energy Policy and Conservation Act of 1975 (EPCA), as amended. The proposed test procedures are based on industry standard procedures and practices already established by the American National Standards Institute (ANSI), the Illuminating Engineering Society of North America (IES), and the International Commission on Illumination (Commission Internationale de l'Eclairage (CIE)). European Union attorneys are able to practice in other European Union countries because of the Freedom to Provide Services and Right of Establishment articles of the 1957 Treaty of Rome but to practice local law, attorneys must qualify as attorneys in that country. American lawyers are able to practice in Brussels and Germany based on the General Agreement on Trade in Services provisions but are subject to limitations in that they can only advise on US and international law and cannot represent clients in court.

Donald Lorin Keperling, 91, of the Brethren Village Retirement Community, passed away on Thursday, August 18, 2011. Born in Lancaster, PA, he was the son of the late Lorin R. and Florence K. Keperling. He was the husband of Helen M. Keperling with whom he celebrated 66 years of marriage. He graduated from McCaskey High School. A Veteran of WWII, he served in the U.S. Navy. He was a life long member of Grace E.C. Church, where he served on the Official Board, was an usher, and was active in Christian Endeavor. As a partner of L.R. Keperling and Sons, he worked as an electrician and appliance serviceman for 50 years. Donald also loved traveling.
