Bankers and industry observers say regulators have gotten tougher on banks in the wake of the financial crisis and regulatory reform legislation, and some lenders in New Jersey may be finding that out.
A federal bank regulator, the Office of Thrift Supervision, recently gave Saddle River Valley Bank and Clifton Savings Bank needs-to-improve ratings on their Community Reinvestment Act performance for not making enough loans to low- and moderate-income borrowers or in low- and moderate-income neighborhoods, the first less-than-satisfactory ratings issued by the OTS in New Jersey since 2004.

Hudson City Savings Bank, the largest New Jersey-based lender, was fined $53,900 for having insufficient flood insurance on 120 loans and failing to require the escrow of flood insurance fees and premiums on 20 loans, according to government records recently made public.
The Office of Thrift Supervision said in an April 22 consent agreement that the findings "constituted a pattern or practice of violations." Paramus-based Hudson City, which agreed to pay the fine without admitting guilt, did not respond to requests for comment.
