FRA is issuing Safety Advisory 2012-01 to remind shippers and consignees of railroad tank cars containing odorized liquefied petroleum gas (LPG), of the importance of taking actions to ensure that a sufficient level of odorant remains in the LPG throughout the entire transportation cycle. FRA is issuing this notice to raise awareness within the hazardous materials community, of the potential consequences of having LPG reach end-users as under-odorized or essentially non- odorized material due to the diminishment of the added odorant during the transportation cycle (commonly known as ``odorant fade''). PHMSA is proposing to make miscellaneous changes to the pipeline safety regulations. The proposed changes would correct errors, address inconsistencies, and respond to rulemaking petitions. Mountain Fuel Supply Co. has upgraded its odorization system to accomodate the transfer of several odorant stations from its mother company, Questar Corp. The upgrading involved the installation of advanced odorization equipment together with the latest electronic hardware and software. several design constraints were considered in the installation of the new equipment. Berwick, LA, achieved significant savings in odorant and in manpower as well as improved gas safety for its residents with its choice of the NJEX system of electronic odorization from YZ Industries. The NJEX system replaced its old wick method odorization system, which has been giving the town and the state's Public Works Dept some inconveniences. Among features of the NJEX system which proved beneficial to Berwick are the solar power panel that charged a battery located in the unit, thus eliminating the need for an AC power line and additional AC power costs, as well as its computer access for downloading audit trail information, which is useful for safety inspections and potential lawsuits.
