Executive Order 12866 ``Regulatory Planning and Review,'' signed September 30, 1993 (58 FR 51735), and Office of Management and Budget memoranda implementing section 4 of that Order establish minimum standards for agencies' agendas, including specific types of information for each entry. In this final rule, OSHA is modifying its Standard (HCS) to conform to the United Nations' Globally Harmonized System of Classification and Labelling of Chemicals (GHS). In this Article I examine “medical tourism”—the travel of patients who are residents of one country to another country for medical treatment—which is fast becoming a multi-billion dollar industry. To date, the primary U.S. medical tourists appear to have been uninsured or underinsured Americans seeking substantial cost savings by traveling to less developed countries for care. More recently, state governments, self-insured firms, Fortune 500 companies, and domestic insurers have begun attempts to get their insured populations to use medical tourism as well by requiring it or giving incentives for its use (what I call “insurer-prompted medical tourism”).

There has been a considerable degree of interest in the notion of joint consultation committee (JCC). In this paper, we examine process of JCC in Malaysian and Indonesian postal industries. The research focused on the implementation of JCC as a form of employee participation, followed by an evaluation of the model that best explained the practices in the postal industries. Both analysis were based on the work of Marchington (1992; 1994). Research findings indicate the adjunct model best explains the practices of JCC, whereas both JCC and collective bargaining (CB) have an integrative relationship for the beneficial of management and employees.
