  • Tall buildings in cities often offer breathtaking vistas for the public to enjoy. The view from the observation deck in Buffalo's City Hall now has been made even more so, thanks to a recent "extreme makeover. Mayor Byron W. Brown, building on work begun in the previous administration, has reopened a City Hall observation level that exceeds expectations. As reported in The News, the deck's new "Windows on Buffalo" experience includes an exhibit of more than 60 vintage photographs, historical summaries and displays.

  • The city scored two courtroom victories Friday, as an appeals court ruled it had the authority to shut down an observation deck at a downtown building and squelched a developer's effort to win damages for the collapse of a deal signed in 1982. The Appellate Division of State Supreme Court unanimously ruled in the city's favor in lawsuits brought by the former owners of One Niagara -- the "flash cube" building on Rainbow Boulevard -- and by companies owned by attorney John P. Bartolomei.

  • The union representing Memphis public school teachers raised the roof with the school board Monday, saying teachers are tired of being used and refuse to support an evaluation that requires they be tested on knowledge of what they teach. Friday, the state board of education approved a model for judging teachers on equal parts test score data and classroom observation. The city schools, which has been working on an alternative review process since 2009, recommends that 10 percent of the job review include parent and peer reviews and content knowledge. It is asking the state to approve the alternative for use in Memphis only.

  • XENIA -- The Xenia City Council formally introduced an expanded code of conduct at its Thursday meeting at City Hall. It did not vote on the measure that Council President Jeanne Mills said should "serve as an example" for the community. The amendment reads in part: "Whereas, members of Xenia City Council hold positions of exceptional public trust and are under constant observation; and
