The world food crisis took states and the international community by surprise. The crisis had devastating human consequences, with particularly severe impacts on women and children because of inequalities within households and the specific nutritional needs of children for their physical and mental development. Producing more food shall not serve to combat hunger and malnutrition if the poor are unable to buy the food which is available on the markets. Unless the right to food is placed at the very center of the efforts of the international community to address the structural causes which have led to the global food crisis, people will repeat their past mistakes. This final rule amends the regulations to implement statutory provisions of the Improving Head Start for School Readiness Act of 2007 to establish a system of designation renewal to determine if Head Start and Early Head Start agencies are delivering high-quality and comprehensive Head Start and Early s that meet the educational, health, nutritional, and social needs of the children and families they serve and meet program and financial management requirements and standards. This system of designation renewal will determine which grantees must compete for on-going funding. This final rule is consistent with Executive Order 13563 and in particular its requirement, in section 6, of ``periodic review of existing significant regulations.''

This final rule updates the meal patterns and nutrition standards for the National School Lunch and School Breakfast Programs to align them with the Dietary Guidelines for Americans. This rule requires most schools to increase the availability of fruits, vegetables, whole grains, and fat-free and low-fat fluid milk in school meals; reduce the levels of sodium, saturated fat and trans fat in meals; and meet the nutrition needs of school children within their calorie requirements.
