The Coast Guard is establishing four separate security zones on both the waters and waterfront area of Chicago Harbor and the Chicago River. These temporary security zones are intended to restrict vessels, regardless of the mode of propulsion, and people from certain land and water areas in Chicago Harbor and the Chicago River during the NATO Summit and associated events, which will be held in Chicago from May 16, 2012, through May 24, 2012. These security zones are necessary to protect visiting government officials and dignitaries from the potential dangers associated with a large scale, international political event.

This document corrects the preamble of the Temporary Final Rule (TFR) published in the Federal Register on April 13, 2012. In the preamble, the Coast Guard stated that no comments were received regarding the proposed rule (77 FR 13232) that would establish four separate security zones in the Chicago Harbor and Chicago River during the NATO Summit. This statement is incorrect. The Coast Guard received one comment.

In the space of a single decade, this region has transformed itself from a land consumed by war to a contributor to international peace and stability. North Atlantic Treaty Organization Secretary General De Hoop Scheffer Credit where credit is due, Mr. President, Madam Ambassador, Mr. Ambassadors, Excellencies, ladies and gentlemen: almost sixty years ago now, when NATO's founding treaty was signed right here in this city, one delegate expressed the hope that it would prove to be a continuous creation.

I know it's tough from time to time. And I know and you know that at any price, NATO forces and coalition forces will try to avoid civilian casualties. We'll do that, and we'll look very seriously into that-the military commanders, us, we as politicians, as leaders. But let me tell you one thing: We are not in the same moral category as our opponents, as the Taliban in Afghanistan. We don't behead people. We don't burn schools. We don't kill teachers.

This is not a American battle; this is a NATO mission as well. And we are working actively and diligently to consult with NATO at every step of the way. And I'm very grateful for the leadership that Secretary General [Rasmussen] has shown in committing NATO to a full partnership in this process.

NATO is acting to meet the challenges of our time. NATO forces are securing Afghanistan. NATO ships are patrolling the Mediterranean, and NATO is supporting the Polish-led division in Iraq. NATO is widening the circle of its friends by creating a new chapter in our relationship with Russia. NATO members are reaching out to the nations of the Middle East to strengthen our ability to fight terror and to provide for our common security.
