On November 4, 2011, Quimic, S.A. de C.V., filed a First Request for Panel Review with the Mexican Section of the NAFTA Secretariat pursuant to Article 1904 of the North American Free Trade Agreement. Panel review was requested of the final determination of the effective examination and official review on countervailing duties regarding imports of certain type of stearic acid originating from the United States of America, independently of the country of origin. This merchandise is classified in tariff items 3823.11.01 and 3823.19.9901 of the Mexican Tariff Schedule (TIGIE), published in the Diario Oficial de la Federacion, on October 7, 2011. The NAFTA Secretariat has assigned Case Number MEX-USA-2011-1904-01 to this request.

On April 24, 2012, Samsung Electronics Mexico S.A. de C.V. filed a First Request for Panel Review with the United States Section of the NAFTA Secretariat pursuant to Article 1904 of the North American Free Trade Agreement. On April 25, 2012, an additional Request was filed on behalf of LG Electronics Monterrey Mexico, S.A. de C.V. and its affiliate, LG Electronics USA, Inc. (collectively, ``LG). Panel Review was requested of the U.S. Department of Commerce's final determination regarding Bottom Mount Combination Refrigerator-Freezers from Mexico: Final Results of the January 1, 2010--December 31, 2010 Antidumping Duty Administration Review. On February 10, 2012, Maquilacero S.A. de C.V. filed a First Request for Panel Review with the United States Section of the NAFTA Secretariat pursuant to Article 1904 of the North American Free Trade Agreement. Panel Review was requested of the U.S. Department of Commerce's final determination regarding Light-Walled Rectangular Pipe and Tube from Mexico, Final Results of 2009-2010 Antidumping Duty Administrative Review. This determination was published in the Federal Register (77 FR 1915), on January 12, 2012. The NAFTA Secretariat has assigned Case Number USA-MEX-2012-1904-01 to this request.

Presidential Proclamation 6641 of December 15, 1993, implemented the North American Free Trade Agreement (the "NAFTA") with respect to the United States and, pursuant to the North American Free Trade Agreement Implementation Act (Public Law 103-182) (the "NAFTA Implementation Act"), incorporated in the Harmonized Tariff Schedule of the United States (the "HTS") the tariff modifications and rules of origin necessary or appropriate to carry out the NAFTA.
