This proposed rule describes how articles the President determines no longer warrant control under Category VIII (aircraft and related items) of the United States Munitions List (USML) would be controlled under the Commerce Control List (CCL) in new Export Control Classification Numbers (ECCNs) 9A610, 9B610, 9C610, 9D610, and 9E610. In addition, this proposed rule would control military aircraft and related items now controlled under ECCNs 9A018, 9D018 and 9E018 under new ECCNs 9A610, 9D610 and 9E610. WASHINGTON - The jobs crisis has left so many people out of work for so long that most of America's unemployed are no longer receiving unemployment benefits. Early last year, 75 percent of the jobless were receiving checks. The figure is now 48 percent - a shift that points to a growing crisis of long-term unemployment. That sound you hear coming from Texas officials when the subject of California comes up is no longer chortling. It's more like choking. For no one has been more gleeful about California's plight as it sank deeper and deeper into deficit than the leading officials of Texas. They even used tax dollars to pay for studies on how to take business away from California. Not from other states, just California.

People bike, run and swim to help Roswell Park find a "cure for cancer," and state taxpayers provide millions of dollars annually to support Buffalo's nationally recognized cancer institute. Meanwhile, Roswell paid some $1.5 million in severance packages over roughly a decade to administrators, doctors and others eased out the door of Roswell Park Cancer Institute because they no longer "fit in" at the hospital. In a few instances, the severance was part of an agreement to drop legal claims against the institute.
