It all started with a roof leak 10 years ago. Peter E. Bissell was sent to check a roof on property maintained by the Town of Amherst. He fell from a ladder and broke his neck. Bissell wound up partially paralyzed but still able to feel excruciating pain in his limbs.

Gov. Andrew Cuomo directed the New York State Insurance Department this week to establish permanent regulations aimed at reducing corruption involving the state pension fund, specifically the problem of influence peddling by so-called "placement agents. Temporary rules on the use of these middlemen have been in place since 2009, when allegations surfaced that Hank Morris, a top political ally of then-Comptroller Alan Hevesi, pocketed $19 million in fees from hedge funds and other investment firms seeking to invest the state's $140 billion common retirement fund, which Hevesi controlled.
Pinnacol Assurance, Colorado's largest workers' compensation insurer, has hired the executive director of the New York State Insurance Fund as its new president and chief executive officer. Kenneth J Ross will succeed Gary Pon, who recently announced his retirement after 20 years as Pinnacol's CEO.
