Recently, a number of media reports have focused on the New York State Common Retirement Fund's system of providing pension benefits to state and local government employees. These reports have repeatedly disclosed isolated examples of high-end pension benefits paid to top-level managers.

Lancaster residents picked apart the proposed 2012 town budget at a public hearing Monday night, raising concerns about the rising cost of health care and pension benefits for town employees.
Speakers also questioned the assumption -- built into in the proposed budget -- that the four unions that represent town employees will agree to no raises in their contract negotiations with the town.
