Disaster Recovery The New York Property Insurance Underwriting Association (NYPIUA), a fire insurance underwriter, has had a disaster recovery plan for several years. The NYPIUA (NY, NY) retained IBM's Business Recovery Services division to manage the NYPIUA's internal disaster recovery plan. The disaster recovery plan proved effective when headquarters were shut down by a prolonged power failure. After waiting a reasonable amount of time for restoration of power, the NYPIUA's recovery team moved data tapes and backup applications to IBM's Franklin Lakes, NJ hot site, where the system was restored. The disaster recovery was a success due to thorough pre-planning and the quality of services offered by IBM.

Low-income and minority homeowners, already beset by high mortgage rates and targeted by predatory lenders, also pay higher home insurance premiums for less coverage, according to a report issued Thursday by the Empire Justice Center. The report -- "How Fair is New York FAIR Plan?" -- supports a 2005 study of insurance costs and access disparities in Monroe County, policy analyst Barbara van Kerkhove said. She said the findings highlight the need for a residential insurance data disclosure law in New York.

Two serious wind events are going to hit Long Island someday. The first will be a storm. The second will be a storm of outrage over the crazy quilt of windstorm insurance deductibles and their triggers. Consider this scenario: House A, worth $500,000, loses its roof in a storm with winds that hit 76 miles per hour. Its windstorm deductible doesn't kick in unless the storm is a Category 2 hurricane or above. This was just a bad storm so Homeowner A pays only his regular deductible of $250 to get a new roof. If it had been a hurricane, the 2-percent-of-dwelling-value deductible would have kicked in and Homeowner A would have to pay a $10,000 deductible.
