Insisting that MWBEs have increased access to state contracts isn't some social program or charitable donation. We are talking about the fair distribution of taxpayer-financed procurement dollars. We are talking about providing opportunities to qualified MWBE firms that historically have been locked out, while improving their permanent capacities to compete.
