EPA is revising the format for materials submitted by the State of Nevada that are incorporated by reference (IBR) into the Nevada State Implementation Plan (SIP). The regulations affected by this format change have all been previously submitted by the State of Nevada and approved by EPA. This format revision will primarily affect the ``Identification of plan'' section, as well as the format of the SIP materials that will be available for public inspection at the National Archives and Records Administration (NARA), the Air and Radiation Docket and Information Center located at EPA Headquarters in Washington, DC, and the EPA Regional Office. RENO, Nev. - Taxable sales in Nevada rose 15.7 percent in October over the same month a year ago, marking another month of double- digit increases that officials say show the state's economy remains strong.
Statewide, merchants sold $3.5 billion in goods. Taxes collected on those sales amounted to $258 million, representing a 14.5 percent increase over collections in October 2003, according to a monthly report issued Thursday by the Nevada Department of Taxation.

The most recent Bureau of Labor Statistics figures show that the West reported the highest regional jobless rate (10.5%) for July, the only region with a statistically significant over-the-month rate change of 0.3% points, and unemployment rate increases of 4.2%.
