This announcement contains the names of the awardees and the amounts of the awards made available by HUD in 2010. A Federal Register notice on this action was not published at the time; however, the public was advised of these grant selections since they were posted on HUD's Web site. The posting contained a listing of the selected applicants, including descriptions of the projects.

A neighborhood park in the Valley View Ridge subdivision has been almost 10 years in the making, and although the city took a big step forward last week by authorizing land acquisition, neighbors might have to wait for a full-fledged park to take shape.
In 2000, the Parks and Recreation Department evaluated the 5- acre spot owned by Glen Strothmann of Home-view Properties Inc. and determined it was ideal for a neighborhood park. However, the city at the time had no funding to purchase it. The land is in the northwest part of the city at the west edge of the Valley View neighborhood.

Tom Atkins, owner of Atkins Inc. and several commercial properties, fully supported the North Central Columbia Neighborhood Association's idea to create an urban overlay district to preserve the character of homes in the area. He even helped raise $10,000 of the $15,000 the association needed to move forward with the plan.

This qualitative study, based on a series of 30 in-depth interviews and 109 economic surveys conducted with active heroin users residing in and around Detroit, Michigan, describes reported patterns of heroin use and income generation activities. In spite of lack of access to regular, legal employment, we found that many participants displayed a dedication to regular daily routine and a sense of risk management or control. These findings are discussed relative to past research on heroin addiction as well as recent research on the changing nature of employment. We argue that this sample fits somewhere in between the controlled or working addict, and the "junkie" or "righteous dope fiend" of urban lore.
