Vice Adm. Mark P. Fitzgerald for promotion to admiral and assignment as commander of U.S. Naval Forces, Europe and commander of Allied Joint Forces Command, Naples, Italy. He is director of Navy Staff, N09B, Office of the Chief of Naval Operations, Pentagon.

, 91, died May 13, 2004, at his home at Westminster-Canterbury Retirement Community in Virginia Beach. A native of South Norfolk, he attended Duke University and Duke Law School. Judge Bray was admitted to the Virginia State Bar in 1941 and retired in 1980 as the senior judge of the 1st Circuit of Virginia.
During World War II he served in the U.S. Navy as aide and flag secretary to Adm. Harold R. Stark, commander of Naval Forces in Europe. He was stationed in London, England, for the duration of World War II, and was released from active duty in 1946 with the rank of commander. Judge Bray returned briefly to active duty during the Korean War.

Gregory Johnson, former commander of U.S. naval forces in Europe, will speak on "The Future of U.S. Foreign Policy: An Opportunity to Re-Establish Multinational Security Engagement" at noon Friday, Dec. 12 at Wellman Commons, 300 Union St., on the former campus of Bangor Theological Seminary.
