NMFS, upon application from the U.S. Department of the Air Force, Headquarters 96th Air Base Wing (U.S. Air Force), Eglin Air Force Base (Eglin AFB) is issuing regulations to govern the taking of Atlantic bottlenose dolphins, by Level B harassment, incidental to Naval Explosive Ordnance Disposal School (NEODS) training operations at Eglin AFB, Florida, for a 5-year period. The U.S. Air Force activities are considered military readiness activities pursuant to the Marine Mammal Protection Act (MMPA), as amended by the National Defense Authorization Act of 2004 (NDAA). A reviewer's job is sometimes tougher than the average reader imagines. On occasion, the opportunity arises for said reviewer to eat his own words, in panning a previous volume, and praising a new one. Such is the present case.
This author, in what may become a series of studies of American naval history, had in 2008 published "If By Sea: The Forging of the American Navy - from the Revolution to the War of 1812," which this reviewer had deemed trivial in research and writing.

In accordance with the Marine Mammal Protection Act (MMPA) and implementing regulations, notification is hereby given that a LOA has been issued to the U.S. Department of the Air Force, Headquarters 96th Air Base Wing (U.S. Air Force), Eglin Air Force Base (Eglin AFB) to take marine mammals, by Level B harassment, incidental to Naval Explosive Ordnance Disposal School (NEODS) training operations at Eglin AFB, Florida from approximately April, 2012, to April, 2017. The U.S. Air Force activities are considered military readiness activities pursuant to the MMPA, as amended by the National Defense Authorization Act of 2004 (NDAA).
