  • WASHINGTON - U.S. Citizenship and Immigration Services (USCIS) this week announced the 100 questions and answers that comprise the civics component of the new naturalization test. USCIS will administer this new test to citizenship applicants beginning in October 2008. Earlier this year, more than 6,000 citizenship applicants volunteered to take a pilot version of the test at 10 USCIS sites across the country during a four-month period. The 100 new civics items on the new naturalization test were selected after USCIS, a panel of history and government scholars, and English as a second Language (ESL) teachers conducted a thorough review of the responses to the 142 items on the pilot test.

  • At 35 years old, on April 23 , I celebrated my "American birthday" - the day when I, together with 356 fellow immigrants, was sworn in as a naturalized citizen of the United States at the Cannon Center Downtown. Naturalization, as defined by the U.S. State Department, is the process by which U.S. citizenship is conferred upon a foreign national after one fulfills the requirements established by Congress in the Immigration and Naturalization Act. Among the requirements is to pass a civics test - 10 random questions about America's history and government. Being the nerd that I am, I was determined to pass the test with flying colors.

  • Security procedures used by the FBI to check immigration and naturalization applicants have "serious deficiencies" that have resulted in large backlogs and raised questions about the reliability of the information, a Justice Department report said Monday. In a highly redacted 120-page report, the department's Office of the Inspector General said that while the FBI generally was able to process millions of fingerprint checks "in an accurate and timely manner," the bureau's name check processes rely on "outdated and inefficient technology, personnel who have limited training, overburdened supervisors and inadequate quality assurance measures.

  • The pilot questions for a new U.S. citizenship test released yesterday focus more on concepts of American civics rather than specific facts, but officials said they did not try to make the test harder. Immigrants taking the test still will be able to memorize acceptable answers to a bank of potential questions they receive as part of the naturalization process, but U.S. Citizenship and Immigration Services (USCIS) Director Emilio T. Gonzalez said that the study of civic concepts will give prospective citizens an understanding of what it means to be an American.

  • How well would you do? Questions on a proposed naturalization test that will be given to volunteers in Yakima early next year cover American government, system of government, rule of law, rights and responsibilities, American history, recent American history, civics, symbols and holidays.

  • S. Citizenship and Immigration Services released its new naturalization test this week, and it is a modest improvement. Previously, applicants answered questions such as, "What are the colors of our flag?" or "What were the original 13 states?" Starting next October, they will still need to answer such questions but they will also need to dig deeper into the ideas and concepts of American democracy. What stops one branch of government from becoming too powerful?" one question asks. "Why did the colonists fight the British?" asks another. These thesis-worthy questions, which are open-ended, complement memory-amenable ones like "What group has the power to declare war?" There are also questions that we'd bet many Americans couldn't answer, like naming one of the authors of the Federali...
