Education reform dominated Gov. Earl Ray Tomblins State of the State speech Wednesday night. Education in West Virginia must change, Tomblin told lawmakers from the floor of the House chamber at the state Capitol. And that change begins now. Dedicating nearly half of his roughly 50-minute speech to changes in the states educational system, Tomblin rolled out a five-phase plan for reform. The plan focuses on finding the right teachers for the classroom, more flexibility for county school systems, improving reading skills in elementary school, increasing technology in the curriculum and ensuring students are prepared for life after high school. Many of the recommendations were in step with an education efficiency audit released last year. Tomblin said he relied on the audit and input from...

RICK BARBERO/REGISTER-HERALD Earl Ray Tomblin, the Democratic nominee for governor, described his role in pulling state government from the doldrums during an appearance at The Greenbrier on Thursday.
WHITE SULPHUR SPRINGS Acting Gov. Earl Ray Tomblin and Republican gubernatorial candidate Bill Maloney laid out starkly different future paths for state government in separate presentations to the West Virginia Chamber of Commerces Business Summit. Tomblin talked of continuing on a steady course that in recent years has led to budget surpluses, lower taxes and reduced debts. Weve been able to set our path right, he said. My belief is it is governments responsibility to create a good business climate and businesses responsibility to create jobs. Maloney talked of sweeping tax reform and ma...

West Virginia lawmakers are taking some extra steps this month to promote the battle against the states obesity problem. The 2012 Capitol Challenge Walking Competition started this week at the state Capitol. It pits the House of Delegates, state Senate and Governors Office against one another for the next four weeks to see which branch of government can incorporate the most physical activity into some already busy schedules. Gov. Earl Ray Tomblin and First Lady Joanne Tomblin are signed up along with about 150 other lawmakers and staffers throughout the Capitol. All are donning pedometers to see just how well they can keep up. This is setting an example, said Delegate Richard Iaquinta, D-Harrison. Iaquinta has been leading the charge to get his fellow House members and staff members to ...
