• Contract for Minority Business Enterprise Review Is Appealed

The Maryland Board of Public Works stalled approval of a contract to study the state's minority business enterprise program yesterday, preferring instead to wait for the Board of Contract Appeals to decide if the contract was inappropriately awarded. Mason Tillman & Associates, a California-based policy research and social marketing company, filed a complaint after White Plains, N.Y.-based National Economic Research Associates Inc. was selected for the $1.3 million contract. The Board of Public Works must approve the contract and has postponed voting since August because of the flap.
