Credit unions' latest problems are a resuit of the heavy losses facing their corporate counterparts, U.S. Central and WesCorp, which held investments in mortgage-backed securities that have lost value. Because of those potential losses, the National Credit Union Administration (NCUA) - the credit union system's insurance system - recently seized the two corporate credit unions and placed them under conservatorship.

Title X of the Dodd-Frank Wall Street Reform and Consumer Protection Act (Dodd-Frank Act) transferred rulemaking authority for a number of consumer financial protection laws from seven Federal agencies to the Bureau of Consumer Financial Protection (Bureau) as of July 21, 2011.
