Hugo Cardona had planned to retire to his new apartment in Miami at the end of 2004. As senior vice president for technical assistance and constituency support for the National Council of La Raza Inc., in Washington, D.C., his job was to help La Raza's 300 non-profit affiliate organizations in 37 states.

Janet Murguia is only the second person to lead the National Council of La Raza, the 37-year-old agency dedicated to improving the lives of Latinos. Based in Washington, D.C., it encompasses more than 300 non-profit organizations in 41 states. Before taking the job, Murguia was a vice chancellor at the University of Kansas.
