The First National Reparations Congress (NRC) was held in May 2004, in Compton California. Sponsors included the NRC National Planning Group. Reparations United Front (RUF) Los Angeles, and the Black Students Union of Compton College. (Reparations is a major issue. This column, fiist ran two years ago, is part of a nationwide effort to increase awareness and public discussion of its significance).
The NRC was not a conference that wanted noted speakers to inspire more reparations activity, and it was not a gathering of the designated "leaders" of the national reparations effort to merely talk about how things are going. Instead, it was part of on-going strategy involving black folk who are actually doing the everyday work of advancing the reparations movement.

I am touching base with Jeri Small from the Northern Cheyenne and John Moralis and Kaleb Shields from Fort Peck. Rocky Boy's Jonathan Windy Boy was here who's councilman and a state legislator for that tribe - they had meetings with Conrad Burns and Max Baucus both. I am pretty comfortable that they are going to work for that resolution to support that one year moratorium and allow tribes in the Great Plains and Rocky Mountains to develop agency tribal-specific plans, that's really the key of it. Of course we are really in a bipartisan manner looking to reach across both aisles but obviously the Dakotas with Senator Daschle and Conrad will be a real key.
