  • Rankings on the ease of doing business do not tell the whole story about an economy's business environment. But improvement in an economy's ranking does indicate that its government is creating a regulatory environment more conducive to operating a business. In Eastern Europe and Central Asia many economies continue to do so- and economies in the region once again dominate the list of top Doing Business reformers in 2007/08. New this year: reforms in the region are moving eastward as 4 newcomers join the top 10 list of reformers: Azerbaijan, Albania, the Kyrgyz Republic and Belarus (table 1.1). • [Sibongile] ended up using her family's savings, along with her mother's and aunt's retirement funds, to finance the first deal: leasing a plane from the Russian Federation. "I remember waiting for days at the airport for the plane to arrive, panicking that after paying so much money and risking people's savings it may not arrive." But all went well in the end, and Sibongile's business took off.1 Before the new law took effect in Cambodia, business owners could use only immovable property as collateral. • Sept. 8 is the Republic of Macedonia's 19th birthday. Since 1991, Macedonia has worked its way through the painful transition from a socialist state born out of Yugoslavia to the point where it is today - a contributing member of the family of nations, an exporter of stability and a reliable ally of the United States and NATO. Unfortunately, Macedonia has not been granted its seat at the table and instead has been, in many ways, relegated to the "deal with later" box of the administration's issues. But because Macedonia has earned its place at the table, it deserves a bit more consideration than what it is receiving, especially considering the attention lavished on its southern neighbor, Greece.
