Rankings on the ease of doing business do not tell the whole story about an economy's business environment. Lhe indicator does not account for all factors important for doing business- for example, macroeconomic conditions, infrastructure, workforce skills or security. But improvement in an economy's ranking does indicate that its government is creating a regulatory environment more conducive to operating a business. In Eastern Europe and Central Asia many economies continue to do so- and economies in the region once again dominate the list of top Doing Business reformers in 2007/08. The United States Congress passed the Russian and Belarus Democracy Acts in 2002 and 2004, respectively. These Acts represent non- forcible intervention into the domestic affairs of another nation. Their implications for the principles of sovereignty and non-intervention, as well as the complementary principle of humanitarian intervention, are considered. This Note contends that the Russian and Belarus Democracy Acts violate international law. The specific legislative histories and provisions of these Acts are also analyzed, providing further evidence of their illegality and illegitimacy. The Russian and Belarus Democracy Acts represent a frightening trend of infringement upon other nations' sovereignty by the United States; sovereign nations may no longer be safe.
