NEW HAVEN -- The sudden and unexpected dismissal of a murder charge against a 21-year-old city man Thursday revealed a simmering battle between police and the state's attorney's office over the level of evidence required to make an arrest.

WINFIELD - A Putnam County woman was indicted on a murder charge in one of 37 indictments returned by a Putnam County grand jury on Wednesday.
The indictment of Tracy Wright, 28, of Hurricane, lists murder of a child by parent, guardian or custodian by refusal or failure to supply necessities and child neglect resulting in death.

On Thursday morning, Teodoro Borrego made his initial appearance via closed-circuit TV in the Dubuque County Courthouse. He is being charged with first-degree murder in connection with the death of Shani Smith, 40. With his and Smith's children watching the screen with both tears and astonishment, Borrego calmly asked for a court- appointed attorney, and Judge Thomas Bitter appointed a public defender. Bitter set the preliminary hearing for 10:15 a.m. Tuesday, March 15, and Borrego's bond at $750,000 cash.

A judge declared a mistrial Thursday after a jury deadlocked in the first-degree murder trial of a 15-year-old boy accused of killing his younger brother.
