Water and sewer rates would increase significantly in many cities and towns across West Virginia, if a state agency carries out sweeping changes to limit public financing of utility projects, the proposal's critics said Wednesday.
Municipal officials said the proposal - introduced by the state Infrastructure and Jobs Development Council at a Wednesday meeting in Charleston - would block their agencies from securing low- interest loans through two state programs and drive up water and sewer project costs.

A committee studying a potential recreation center for the Norwin area has canceled a bus tour of other municipal-owned centers because of a lack of participation by elected officials in North Huntingdon, North Irwin and Irwin.
Committee members were offering to take officials in the three municipalities on a tour Saturday to complexes in Upper St. Clair, Pine and Hampton in Allegheny County.

Suburban property owners who live in cities that form their own municipal school districts would continue paying Shelby County property taxes for schools and would pay additional city property taxes earmarked specifically for municipal school funding, officials say.
In the next two weeks, Arlington, Germantown and Collierville are hoping an educational group can start to give them better numbers on what it will cost to run a school district. Other cities, like Bartlett and Millington, are also considering hiring a consultant.
