Security was also high on our agenda: we planned to increase police salaries, improve police equipment and reactivate our police academy, which had been closed by the previous municipal government.

About 500 municipalities have declared bankruptcy since Congress passed the Municipal Bankruptcy Act in 1937. Based on the experiences of these municipalities and the municipal bankruptcy literature, this paper develops a theory of why municipalities go bankrupt and discusses various ways to prevent other municipalities from going bankrupt. The paper identifies three-dimensional factors that may make municipalities go bankrupt: long-term and short-term, political and economic, and internal and external perspectives. The paper ends with an observation that government failure in the form of municipal bankruptcy can be reduced by strengthening the audit powers of the states and by utilizing more municipal band and liability insurance policies.

The Securities and Exchange Commission (``Commission'') is amending interim final temporary Rule 15Ba2-6T, which provides for the temporary registration of municipal advisors under the Securities Exchange Act of 1934 (``Exchange Act''), as amended by the Dodd-Frank Wall Street Reform and Consumer Protection Act (``Dodd-Frank Act''), to extend the date on which Rule 15Ba2-6T will sunset from December 31, 2011 to September 30, 2012. Under the amendment, all temporary registrations submitted pursuant to Rule 15Ba2-6T will expire no later than September 30, 2012.

The Arizona chapter of Americans For Prosperity is planning to run a bill next year that would force cities to hold their elections in conjunction with the statewide regular elections in even- numbered years. AFP-Arizona Executive Director Tom Jenney said the consolidated elections will not only increase the paltry voter turnout for city races, but will diminish the control that the low turnout gives labor unions in municipal elections.
