As pressure for a cease-fire between Israel and Hezbollah picks up steam around the globe, so does talk about using United Nations peacekeepers to enforce it. Israel has indicated it could go along with a "sustainable cease-fire" - that is, a cease-fire based on U.N. Resolution 1559, calling for Hezbollah to be disarmed. However, the United Nations is no more equipped than a Boy Scout troop to disarm or prevent Hezbollah terrorists from attacking Israel. This is why, for serious peacekeeping efforts, the world is turning to NATO - the multinational North Atlantic Treaty Organization formed nearly 60 years ago to deter Soviet Union aggression. President Clinton called on the Western alliance, not the United Nations, to police the peace in Bosnia-Herzegovina in 1996.
President [George W. Bush] and President [Nambaryn Enkhbayar] underscored their strong commitment to fight terrorism, which undermines international peace and security. President Bush applauded Mongolia's participation in the stabilization and reconstruction of Afghanistan and Iraq, including its peacekeeping commitment to the Multinational Force in Iraq. The United States and Mongolia agreed to continue working to advance Mongolia's contribution to international peace support efforts.

A tug of war over defense spending this week harbingers budget conflicts to come as the irresistible force of rising military costs meets the immovable object of growing fiscal deficits. On the one hand, a group of mostly Democratic lawmakers is urging the president's commission on reducing the national debt to consider wide-ranging cuts to the defense budget as a way to eliminate the deficit by 2015 - the commission's goal. For this group, such cuts are at the heart of a strategic effort to scale back America's global role and husband the nation's limited resources at a time of economic uncertainty.
