Allegheny County had the highest number of motor vehicle accidents and the second-highest number of traffic fatalities in Pennsylvania in 2010, but the raw numbers don't tell the whole story, two PennDOT officials said. The figures come from the agency's 2010 Crash Facts & Statistics report, which does not measure accident or fatality rates by specific categories. If it did, it would show that Allegheny County has the lowest fatality rate in the state, said Steve Cowan, safety press officer for PennDOT District 11.
