In what may be a blow to an energy company that wants to drill on Colorado Springs' Banning Lewis Ranch, the City Council will consider an emergency ordinance Wednesday establishing a six-month moratorium on oil and gas exploration.
Council President Scott Hente said Tuesday the proposed moratorium would give the city "some breathing room" to ensure it has the right regulations and ordinances in place.

A city task force examining taxpayer incentives to developers is recommending new criteria for the awards, including profit sharing on all projects, independent monitors and possible use of such inducements to help rebuild Baltimore's middle class.

The governing board for Memphis Light, Gas and Water Division stopped short Thursday of ending its annual moratorium, which bans utility cutoffs between Dec. 15 and Jan. 14 for most residential customers who are behind on their bills.

When the Woodcrest Country Club went up for sale last spring, the Village of Muttontown enacted a moratorium on subdivisions to dissuade developers from buying the property and began discussions on purchasing the 107-acre golf course to keep builders out, according to a federal lawsuit.
And though the village failed to make a deal for Woodcrest, it extended its now 18-month moratorium, banning all subdivisions large enough to require a new street.

Plans for biomass in downtown Vancouver may be dead, but the city council on Monday night kept alive a moratorium stopping development at the site.
Earlier this year, Clark County announced plans for a biomass plant at West 11th and Harney streets. It stirred controversy that pitted downtown residents and the city council against Clark County commissioners and the private company that would become its partner. The plan was abandoned last month by that company, Schneider Electric.
