RAMALLAH, West Bank Palestinian President Mahmoud Abbas and his security chiefs had detailed evidence of Hamas' plans to seize Gaza, yet did not mobilize to stop the Islamic militants, an investigation concluded Saturday.
The 76-page report, which was ordered by Abbas, did not hold him, security adviser Mohammed Dahlan or any other political leaders responsible for the takeover in June.

Israeli Defense Minister Shaul Mofaz and Palestinian security official Mohammed Dahlan, a top adviser to Abbas, met late Saturday under tight security at a Tel Aviv hotel. The talks focused on security matters.

Mohammed Abul Abbas, the head of a Palestinian splinter group and mastermind of the 1985 hijacking of the Achille Lauro passenger ship in which an American tourist was killed, has died in U.S. custody in Iraq, Palestinian and U.S. officials said Tuesday.
The ship was commandeered by Mr. Abbas' small Palestine Liberation Front. Palestinian militants threw overboard Leon Klinghoffer, an elderly Jewish American tourist who used a wheelchair.
