A survey of tax practitioners and IRS agents performed by the IRS Philadelphia District as part of its "Working Together" program suggests that agent misconduct issues involve a mix of perceptions, ethical issues and practice standards. A significant number of tax practitioners admitted to being unfamiliar with Circular 230, agents noted that some practitioners do not act professionally and some practitioners fear that complaints would result in retribution. Complaints should be directed to the proper authorities and should identify appropriate remedies.
