Title X of the Dodd-Frank Wall Street Reform and Consumer Protection Act (Dodd-Frank Act) transferred rulemaking authority for a number of consumer financial protection laws from seven Federal agencies to the Bureau of Consumer Financial Protection (Bureau) as of July 21, 2011. The Bureau is in the process of republishing the regulations implementing those laws with technical and conforming changes to reflect the transfer of authority and certain other changes made by the Dodd-Frank Act. In light of the transfer of the Board of Governors of the Federal Reserve System's (Board's) rulemaking authority for the Truth in Lending Act (TILA) to the Bureau, the Bureau is publishing for public comment an interim final rule establishing a new Regulation Z (Truth in Lending). This interim final ru...

Too many pocketbooks ended up bruised and battered after the brutal recession. It is a sad truth that a one-time bonus won't fix. Even so, a bonus, tax refund or other windfall can chip away at debt and cut off a bigger chunk of trouble than you'd realize. "If you pay down a credit card with a 14 percent rate, you are earning a risk-free 14 percent return on that money. And you won't find that anywhere else in the investment world," said Greg McBride, senior financial analyst for Bankrate.com.
Many workers expecting bonuses, folks receiving big tax refunds and others are aiming to do sensible things with their newfound money - fix the roof, get new tires, buy new windows, pay cash for a newer used car. Many had to put off doing a lot of things around the house and everywhere else during...

This final rule will implement the new Affordable Insurance Exchanges (``Exchanges''), consistent with title I of the Patient Protection and Affordable Care Act of 2010 as amended by the Health Care and Education Reconciliation Act of 2010, referred to collectively as the Affordable Care Act. The Exchanges will provide competitive marketplaces for individuals and small employers to directly compare available private health insurance options on the basis of price, quality, and other factors. The Exchanges, which will become operational by January 1, 2014, will help enhance competition in the health insurance market, improve choice of affordable health insurance, and give small businesses the same purchasing clout as large businesses.

Q: I have $35,000 worth of credit-card debt. I used the debt calculator to get on a plan to be debt-free in four and a half years. I always make more than the minimum payment and have never missed or been late on a payment.
I've been trying to apply for new credit cards to do a balance transfer and get better interest rates, but I am always rejected because of my large balance. My balance is high compared to my income, which is $45,000 a year.
