West Carrollton nightspot spins into varied formats WEST CARROLLTON - It's difficult to put Charley's Web into any kind of category, and that's what owners John Leamer and Michael Bingham are counting on.
Imagine a cow with a jet pack strapped to its back, jumping over the moon. Can't do it? That's OK, you don't have to imagine it. Utah artist Michael Bingham has done the imagining already. His vision of a flying cow can be seen in metal and fiberglass on the street in front of the Rose Wagner Performing Arts Center.
