The partners included: * Colorado Department of Corrections * Colorado Department of Public Safety, Division of Criminal Justice * Intervention Community Corrections Services, a nonprofit agency * Jefferson Center for Mental Health, the community mental health center serving three counties directly west of Denver * Jefferson County Justice Services The partners were determined to develop a way to provide cost-effective community-based mental health services for offenders with mental illness who are leaving prison to keep them from reoffending and ending back in the criminal justice system.
