This rule is submitted as an interim final rule (IFR) in order to meet the Congressional requirement set forth in the National Defense Authorization Act (NDAA) for Fiscal Year (FY) 2011, Section 724, which required the Department of Defense to prescribe regulations by June 20, 2011, to establish the criteria, as had previously been studied in accordance with Section 717 of the NDAA 2008, that would allow licensed or certified mental health counselors to be able to independently provide care to TRICARE beneficiaries and receive payment for those services. Under current TRICARE requirements, mental health counselors (MHCs) are authorized to practice only with physician referral and supervision. Many have observed that the present financial crisis is a classic example of greed run amok. Other call it a crisis more of "memory" than greed, citing S & L debacle as lesson we did not learn well enough during late eighties. Some blame the rapacious lenders. Others point to the voracious borrowers. Still others blame it on irresponsible leadership. Unquestionably, greed is a constant factor in human affairs, irrespective of what we have. We can only strike at the very root of this problem by reassessing our values, rechecking our motivations, and adjusting our expectations.

Despite equivocal findings on whether men or women are more violent, the negative impact of violence is greatest for women. To determine how gender asymmetry in perpetration affects women's health status, we conducted a study in two phases with 835 African American, Euro-American, and Mexican American low-income women in Project HOW: Health Outcomes of Women. In Phase 1, we used severity and frequency of women's and male partners' violence to create six groups: nonviolent (NV), uni-directional male (UM) perpetrator, uni-directional female (UF) perpetrator and, when both partners were violent, symmetrical (SYM), male primary perpetrator (MPP), and female primary perpetrator (FPP). HERMON It was a picture-perfect Columbus Day weekend, weatherwise. But instead of hanging out with their friends or taking end-of-the-season trips with their families, dozens of area high school students spent the weekend working on a project they hope will change the lives of teens struggling with anxiety, depression and other mental health problems.
On Sunday morning, about 30 teenage extras were milling around outside Hermon High School for the second day of filming for a new movie about teens and mental health. They were dressed for class. Some staggered under the weight of loaded backpacks, some cradled a few books in their arms, others sauntered about unburdened. Pastel- colored hair, nose rings, jeans, short skirts, flip-flops, work boots, attitude a typical bunch of kids.

Many West Virginians with mental illness aren't getting the care they need, in part because the state's Medicaid program focuses more on figuring out reasons people are ineligible for services than on helping them, according to a recent consultant's report obtained by the Gazette.
The report, written as part of an ongoing legal case about the way the state administers mental health services, says that problems in West Virginia's system "are the result of a decade of deficiencies in planning and vision.
