The means test for Chapter 7 filings is seen as one of the most significant elements of the Bankruptcy Reform Act. Failure will result in a case being converted to Chapter 13 or dismissed.

Assume your government job is to write regulations to require bicycle manufacturers to make safer bicycles. You know two things. The first is that if you
say bicycles are being made about as safely as they can be, then you will no longer be needed; hence, no job. Second, you know there were no U.S. commercial airline fatalities in the U.S. in 2010 (an amazing and true fact) while about 1,000 people died in bicycle accidents in 2010. Thus, as long as you argue that riding a bicycle should be made as safe as flying in an airplane and that tougher regulations on bicycle manufacturers could make bike-riding safer, you can keep your job.

We analyze longitudinal interactions in benefit eligibility between the Disability Insurance and Supplemental Security Income programs and the lags arising from processing time in receiving the first payment, based on Social Security administrative records. We find that longitudinal interactions enhancing the bundle of cash benefits available for awardees over a 60-month period is much more common than apparent from cross-sectional data and identify distinct patterns of longitudinal interactions between the two programs. SSI plays an especially important role in providing benefit eligibility during the 5-month DI waiting period. Larry Wilson, Pasadena Star-News columnist, reported last week that the new president of Pasadena City College, Mark Rocha, suggested "sliding-scale tuition" for PCC students with bachelor of arts degrees and beyond because many of them, as the columnist suggested, take Italian to get ready for a Roman holiday.
I assume that Rocha probably also intended to include bachelor of science degrees in his thinking. At any rate, I would remind him that when he begins to meet students, he will encounter many with bachelor's degrees who lost their jobs, so they enrolled at PCC to acquire new employable skills.

A debtor who files for Chapter 13 bankruptcy, and then converts to Chapter 7 due to a change of circumstances, is not required to file a "means test" calculation of monthly income, a U.S. Bankruptcy Court in New Jersey has ruled.
The case involved a debtor earning $57,000 annually who filed for Chapter 13 bankruptcy and was ordered to pay $410 per month for 59 months. Two months later she was laid off and requested that her bankruptcy be converted to a Chapter 7 case. She then received a clerk's notice instructing her to file the statement of current monthly income and means test calculation required for cases filed under Chapter 7.
