Huge electricity solicitation The Maryland Department of General Services and the University System of Maryland announced they are seeking a contractor to secure 1.5 billion kilowatt-hours of electricity annually over a three- year period, to power 4,200 state-owned buildings. They include office buildings, prisons, universities and sports arenas. The selected contractor will purchase power on the state's behalf for delivery in the BGE, Pepco, Delmarva Power & Light and Allegheny Energy service areas in Maryland, beginning on July 1, 2009, and lasting for 36 months.
The first part of the public-private partnership State Center project in Baltimore represents a $127 million giveaway of taxpayer dollars with more on the way, according to a report issued last Thursday by the Maryland Public Policy Institute and the Maryland Tax Education Foundation. The following day, officials from the state Department of Transportation and the Department of General Services asked the study's authors in a letter to "withdraw the report because it contains serious misstatements of fact.
As part of a statewide effort to trim expenses, the sale of Maryland's surplus items has jumped to the Internet. The Department of General Services made the shift to auctioning agency property online at the start of February. The items available include everything from office furniture to construction equipment.
Legislative analysts are calling for elimination of the state's financial assistance program for television and movie productions that come to Maryland. The nonpartisan Department of Legislative Services wants the General Assembly to slash the $2 million that Gov. Martin O'Malley placed in his proposed fiscal 2010 budget for the program. O'Malley's budget would reduce the program from the $4 million that was initially set aside for the program during the current fiscal year. Program funding has already been reduced to $2.5 million this year.
Maryland Public Television (MPT) officials will not be disciplined for violating contracting rules from 2000 to 2002, state officials said yesterday. The decision was part of an investigation by the state's Department of General Services, which concluded that the Maryland Public Broadcasting Commission's MPT sidestepped state procedures to avoid missing deadlines for receiving federal funds.
