AS AN African- Canadian, it is a privilege indeed to speak about Black History Month in this esteemed, historic institution, the Ontario Legislature, for the second consecutive year. This is important because the history of persons of African descent included a time when we were to be seen and not heard, our voices muted, our experiences given validation only when spoken of by persons not of African descent. LITTLE ROCK - Gov. Mike Beebe is proceeding with plans to shift $2 million from a school construction fund to a training program in eastern Arkansas, after lawmakers who previously rejected the move gave it their symbolic backing, his office said Friday. The Arkansas Legislative Council, which could recommend whether to proceed with the transfer but couldn't block it, voted to "favorably review" moving the money from the school facilities fund to the Arkansas Delta Training and Education Consortium, a program created by colleges to train workers.
