In the wake of continuing, highly publicized financial frauds and failures, the accounting profession has placed renewed emphasis on issues related to earnings management and earnings quality. Staff Accounting Bulletin 101, Revenue Recognition in Financial Statements, which was issued in December 1999 in response to the Committee of Sponsoring Organizations of the Treadway Commission report, illustrates the importance of earnings to the SEC. Risk managers create value in many ways. One important strategy is to decrease the impact of adverse consequences. By reducing the severity of losses, the risk manager decreases expenses, thereby increasing the bottom line and, ultimately, shareholder value. There are eight general loss reduction techniques. These are: 1. duplication, 2. diversification, 3. separation, 4. government mandates, 5. education, 6. information management, 7. contractual transfer, and 8. operations management. Pure risk control techniques include prevention and reduction. Often it is prudent to spend scarce resources on reducing the value of losses to preserve asset values, protect lives and increase shareholder value.
