MCLEAN, Va., April 7 /PRNewswire-FirstCall/ -- Science Applications International Corporation (SAIC) (NYSE: SAI) today announced it has been awarded a task order by the Environmental Protection Agency (EPA) to provide technical services and information technology (IT) support to the EPA's Office of Environmental Information (OEI). The follow on task order has a one- year base period of performance, four one-year options, and a total value of more than $26 million if all options are exercised. Work will be performed primarily in the National Capital Region. The task order was awarded under EPA's Software Engineering and Specialized Scientific Support (SES3) Blanket Purchase Agreement (BPA).

A purchase order has been issued for the Portland Bureau of Transportation to get new pavement management software, something the bureau has lacked since its original software was retired in 2006. The software will keep track of street conditions and repairs needed, as well as generate annual reports on conditions and unmet maintenance needs.

The IRS has permitted a software firm that sells maintenance contracts which include software updates to treat the contracts as goods sold, thus permitting the deferral of income. In Technical Advice Memorandum 9231002, the IRS did not qualify the income as royalties or license fees and definitely classified the sale of software as goods rather than services. This decision has implications for the adoption of the AICPA method of deferral accounting and international sales of software which will be addressed by a revenue ruling later.
