Police use of pepper spray in the faces of Tulsa's protesters in the Occupy Wall Street movement this week was justified and safe under the circumstances, Tulsa Police Department Capt. Jonathan Brooks said. Most of the protests by Occupy Tulsa and Occupy OKC groups have been peaceful and have not led to arrests, department representatives said.
