Allegheny County Jail top officials are reorganizing its emergency-response teams as federal officials continue an investigation of the lockup.
According to a memo that the Tribune-Review obtained, the jail now has one special operation-response team under the Correctional Emergency Response Team. The memo orders members of the jail's special-operations group to turn in their gear, although it also asks all members to join CERT.

Pamela Belanger wants to hug her son. She'd settle for seeing him behind a glass wall. But since the Maine Department of Corrections transferred him to a Florida penitentiary in 2009 she hasn't been able to visit him.
When he was in Maine it was a two-hour ride for us. We could visit him on my days off. In Florida I haven't been able to visit him at all. I can't afford to go to Florida. I work at Walmart. I don't have a high-paying job, but I work, and I can't see him," Belanger said. "It's punishment for us.

We examine the relation between lockup length and voluntary earnings forecast disclosures for IPOs in Singapore. Unlike firms in the United States, companies in Singapore are allowed to provide earnings forecasts in their IPO prospectuses. We find that forecasters are more likely to accept longer lockup periods, so that the lockup expires after the first post-IPO earnings announcement. Our study also shows that because the lockup agreement removes personal incentives to issue aggressive forecasts, IPO firms tend to issue conservative forecasts. Overall, our results suggest that the lockup mechanism adds credibility to the earnings forecast given in the IPO prospectus.

Sixteen black boxes sit on gray metal shelves, their fans whirring softly in the basement of the Allegheny County Jail. In a facility near capacity, with a recent history of corruption and the constant potential for violence, this is the nerve center.
The boxes record and store everything captured by the jail's recently expanded video camera system. The new wave of technology at the Uptown lockup also includes a body scanner to detect drugs and other substances, and a key-holding safe that opens by scanning a fingerprint and logs which employees have which keys. The video cameras send out their images to televisions around the jail, including a big flat-screen TV on the wall of Warden Ramon C. Rustin's office.

The Erie County Legislature on Thursday agreed to borrow about $38 million for major projects after removing a $3 million proposal to raze the county-owned building at 134 W. Eagle St. to make room for a new county lockup.
Six Democratic lawmakers found County Executive Chris Collins' plan for a new lockup fuzzy and would not borrow for it now. When those six argued their case and threatened to delay the entire bond sale for 2010 projects, they won over the three remaining Democrats and threw the $3 million demolition off the list.
