  • HARRISBURG, Pa., April 26, 2011 /PRNewswire-USNewswire/ -- Natural gas drillers claim they have paid hundreds of millions of dollars in Pennsylvania taxes, but data from the state Department of Revenue tell a different story, according to a report from the Pennsylvania Budget and Policy Center. Of the 783 companies to file corporate net income tax returns in 2008, 85% paid nothing in taxes. Many other drillers, including nine of the top 10 permit holders in the Marcellus Shale, structure their businesses so that they pay the much lower personal income tax, avoiding the corporate net income tax altogether.

  • As government responds to demands to become more efficient and effective, procurement professionals are expected to focus primarily on the strategic aspects of procurement and less on routine transactions. In reality, public procurement masks the ability of government to transform taxes and other revenues into consumption by government institutions at federal, state and local levels, ostensibly for the public good. Public purchasers are told by their professional institutions and their private sector peers to be more proactive and less reactive in order to add greater value to their organization. However, tradition has decreed that procurement processes are managed by "unglamorous individuals" (Stewart, 1994) who are required, first and foremost, to satisfy the complex accountability pr...

  • WASHINGTON, Pa. - More than two centuries after George Washington called out the militia to quell a fight over taxes imposed on whiskey-making in the United States, residents of western Pennsylvania marked the event with a parade, historical re- enactments, music and food in the inaugural Whiskey Rebellion Festival. The festival in Washington County on Saturday honored the 1794 rebellion in which local farmers protested the tax approved by Congress three years earlier to help pay for $80 million in Revolutionary War debt. Tripp Kline, a board member of the Bradford House Historical Association, calls the event one of the 10 most important in American history because it showed that the government was committed to unifying the fledging country.

  • HARRISBURG, Pa., Oct. 11 /PRNewswire/ -- While Pennsylvania's businesses and consumers are struggling through the worst economic downturn in a generation, the Pennsylvania House of Representatives last week adopted an amendment that would impose a new, hidden fuel tax on businesses that sell -- and consumers who rely on -- biodiesel fuel. John Kulik, executive vice president of the Pennsylvania Petroleum Marketers and Convenience Store Association (PPMCSA), said an amendment to SB 901 that was passed during a last-minute flurry of legislation debated before the House adjourned for its election recess imposes new burdens on small businesses and the customers they serve. The amendments would add another new fee, or tax, on companies that sell biodiesel fuel in Pennsylvania. Each convenien...
