The right to petition the government is rarely considered or mentioned: not in the dehates, not in the framework of the drafting, not in the discussions regarding the penalties and not in the consideration of whether there are any constitutional implications of requiring people to submit to wholly different standards of disclosure, reporting and criminal penalties and fines simply by exercising the 1st Amendment right to lobby. What the bill does is create a database that will link campaign contributions from lobbyists to members of Congress or their leadership PACs in such a way as to enable journalists and the cottage industry of reformers to "official acts" by members and staff-votes, amendments.
WASHINGTON, Jan. 17 /U.S. Newswire/ -- The following is a transcript of the House Republican news conference on lobbying reform, with Rep. Dennis Hastert (R-Il), Speaker of the House, and Rep. David Dreier (R-Ca) (part 2 of 2): These are broad principles that we have.
WASHINGTON - Ethics watchdogs blasted Rep. David Dreier's lobbying reform package on Monday, saying the bill has been watered down to worthlessness. A House vote on the measure is expected Thursday. Government reform advocates are urging lawmakers to vote against it unless changes are adopted to increase restrictions on privately funded travel, disclosure of lobbyist-provided campaign funds and increasing the waiting time before a politician or aide can lobby former colleagues. "The bill is a complete farce," said Fred Wertheimer, president of a campaign finance reform advocacy group, Democracy 21.

The text of Senator Reid's remarks, as prepared, is below.
Lobbying reform was drafted in the wake of the Jack Abramoff and Duke Cunningham bribery scandals that touched the House of Representatives and the White House. On Wednesday, the House passed its version of lobbying reform, and included an amendment offered by Mike Sodrel, a freshman member from Indiana's 9th District. His district includes Spencer, Perry and Dubois counties.
