OF ALL the controversies now raging in Washington, the one I find most endearing is the fight over federal regulation of light bulb efficiency. Instead of a leaner, smarter government, we bought a bureaucracy that now tells us which light bulbs to buy," complained Rep. Michele Bachmann in her tea party response to the president's State of the Union address.
It is one of the magical moments in American history: On Sept. 4, 1882, Thomas Edison threw a ceremonial switch at the offices of J.P. Morgan in New York City, and there was light. The nearby Pearl Street Station power plant provided the electricity for light bulbs to switch on throughout the immediate area. The New York Times had 52 of the bulbs and reported they provided light "soft, mellow, and graceful to the eye ... without a particle of flicker to make the head ache.
Q:We have heard that incandescent light bulbs are being phased out and the only thing available will be compact fluorescent bulbs (CFLs). We have also been told that CFLs can't be used in covered fixtures, such as globe fixtures. We don't want to have to install a lot of new fixtures, so what can we do? - J. Cole A:It is true that incandescent light bulbs - the pear-shaped bulbs used for many years - will be phased out starting in 2012 with the 100-watt bulb. The phase-out was mandated by an energy law passed in 2007. However, it is not true that CFLs can't be used in enclosed fixtures. According to General Electric, they are OK for enclosed fixtures as long as the fixtures are not recessed and covered, such as a canister light recessed into a ceiling.
The days of inefficient light bulbs are slowly coming to an end. Recent tests from Consumer Reports showcased more than 30 different compact fluorescents and light-emitting diodes that can brighten indoor and outdoor spaces. CR's comprehensive report on CFL and LED bulbs revealed that many problems with the earlier versions have been overcome, and that these new, efficient bulbs last longer and use far less electricity than traditional incandescent bulbs. Shoppers now have a variety of different bulbs to match their needs.
You might have started to see some odd-looking - and expensive - light bulbs show up at your local home improvement store. Earlier this year, Home Depot started selling a Philips Ambient LED bulb that is designed to replace the standard 60-watt light bulb used in lamps and other fixtures. If you had seen it, you might have quickly passed it by after seeing its price: a whopping $40 each.

The most popular new light -- the curlicue, compact fluorescent light bulb, or CFL -- accounts for a quarter of new bulb sales, and each contains up to 5 milligrams of mercury, a potent neurotoxin that's on the worst-offending list of environmental contaminants.
