  • A lieutenant governor in the United States is the highest officer of a state after the governor, and he/she stands in for the governor when he/ she is absent from the state or is incapacitated-dies, resigns or is removed from office. Many states have lieutenant governors with varying functions and methods of succession. With few exceptions, the lieutenant governor automatically becomes governor by law, appointment or as acting governor until the next or special election. There have been 11 Black lieutenant governors in the U.S.; some ascended to become governors and others were elected as lieutenant governors. During the 19th century, they were all Republicans and three of the four were from Louisiana. In the 20th century, there were three and were all Democrats. And thus far in the 21s...

  • During the presidential contest in 2004, when many thought Ohio would become the new Florida of electoral dysfunction, Blackwell faced criticism for making election administration decisions some saw as politically tainted, including rejecting some voter registration applications for using regular and not thick-stock paper. Democratic senators, including Frank Lautenberg, Hillary Clinton and John Kerry, introduced legislation in February 2005 to limit secretaries of state and other chief election officials (sometimes lieutenant governors) from participating in campaigns, receiving political contributions from anyone running for office or engaging in any politicking for a candidate for federal office.

  • Mr. Speaker, Mr. President, members of the General Assembly: It is my honor to deliver this 37th State of the Judiciary Address. In that time I have seen governors come and go, speakers of the House, lieutenant governors, president pro tems of the Senate, representatives and senators, all come and go. They all faced challenges and all claimed success of one kind or another. ...

  • HARRISBURG -- In six short months, Lt. Gov. Jim Cawley has taken on a huge workload and a higher profile than most lieutenant governors in recent history. With the job comes the rap of supposedly being a "lightweight." Predecessors Catherine Baker Knoll, Mark Schweiker and Mark Singel all experienced it.

  • Long before these recent allegations, the attacks on Gov. [David Paterson] were relentless and unfounded. The same kind of attacks of "incompetence," lacks "leadership ability," "inexperienced," "unprepared," to name a few, were brought against President Barack Obama, Mayor David Dinkins and now Gov. Paterson. What these three men have in common is that they are Black and held executive positions in a white maledominated racist society. Don't be fooled, race still matters! Now, let us hurry up before someone charges me with playing the race card. If that is so, then I got the card from America's racist deck. In 1872, P.B.S. [Pinchback], a newly freed Black man, became lieutenant governor of the state of Louisiana. The white male governor of Louisiana, Henry Clay Warmoth, was removed fro...

  • The National lieutenant Governors Association is working to 'End Cervical Cancer in Our Lifetime,' [John D. Cherry Jr.] said. "Cervical cancer is almost 100 percent preventable. Increased public understanding about how the disease develops, how it is detected, and how it can be treated gives us a real opportunity to end cervical cancer. "Regular Pap testing is the key to preventing deaths from cervical cancer," said Dr. Kimberlydawn Wisdom, Michigan surgeon general. "It is important that women receive regular Pap tests because cervical cancer often has no symptoms." "Although the HPV vaccine protects against the two HPV strains that are responsible for 70 percent of cervical cancer, women still need regular Pap testing, even if they received the HPV vaccine," said Dr. Carolyn Johnston...

  • MD: I think, probably, most drastic is that I haven't found a place I can go where people don't know my name or recognize me. I'm an only child, so I'm used to being to myself. It's been kind of fun because I've met some amazing people in the process, but I'm not used to being camera-ready at all times, (laughs) I'm looking at the manifest to see who's going to be on Air Force One, and I'm seeing our delegation leader (Secretary of the Interior Dirk Dempthorne), and former lieutenant governors and then I see '[Melinda Doolittle]-singer.' And I thought, 'How did I end up here?' MD: I'm just going to have to depend on God for that one. I love to sing and would love to do it for years to come. But whatever God's perfect plan is for me, I'll do it. The fact that right now I'm getting to do ...
