Colorado's switch from no-fault automobile insurance to a tort system last summer has some holistic health care practitioners running for the hills - or out of the hills. Some chiropractors have left Colorado, and some acupuncturists, personal trainers and massage therapists are surviving on cash-only customers. Under the former no-fault system's personal injury protection, auto-accident victims were guaranteed $100,000 in medical and rehabilitative coverage. Under the tort system, drivers are required to carry a minimum of $25,000 per person and $50,000 per accident in bodily liability coverage and a minimum of $15,000 in property damage liability. The tort system requires liability coverage but drivers are vulnerable if they are at fault and not covered by Med- Pay or a health insura...

As student athletes return to competition, their parents likely are unaware that barely a third of America's high schools with a sports program have a full-time professional athletic trainer. A four-month Scripps Howard News Service review found that for every high school that has one or more athletic trainers regularly assigned to the training room, two other schools rely on a patchwork of coaches trained in first aid and part-time athletic trainers, nurses, emergency medical technicians or team doctors.

Employment has shifted from a relatively stable and secure relation in which shareholders bore the risks associated with the market and firms buffered the risks vis-à-vis workers to a dynamic relation characterized by employment insecurity and individual responsibility. Modern businesses face new management challenges stemming from decreased employee loyalty and difficulties in supervising and controlling the workforce. Firms have responded by implementing internal branding programs that parallel consumer marketing programs but target workers rather than consumers. The goal of such programs is to re-align employees’ self-interest with that of the firm, persuading employees to internalize the firm’s brand so that they “live the brand” and react instinctively “on-brand.” Identity-based br...

The Regulatory Flexibility Act requires that agencies publish semiannual regulatory agendas in the Federal Register describing regulatory actions they are developing that may have a significant economic impact on a substantial number of small entities (5 U.S.C. 602). Executive Order 12866 ``Regulatory Planning and Review,'' signed September 30, 1993 (58 FR 51735), and Office of Management and Budget memoranda implementing section 4 of that Order establish minimum standards for agencies' agendas, including specific types of information for each entry. The Unified Agenda of Federal Regulatory and Deregulatory Actions (Unified Agenda) helps agencies fulfill these requirements. All Federal regulatory agencies have chosen to publish their regulatory agendas as part of the Unified Agenda. Edi...
