The new chief justice of the West Virginia Supreme Court wants to reduce burdensome and expensive pre-trial wrangling, partially level the playing field between plaintiffs and defendants and let judges punish lawyers who try to bury their opponents in a flurry of certain kinds of worthless paperwork. Chief Justice Menis Ketchum began a one-year rotation as chief justice on Jan. 1. The plainspoken former trial lawyer was elected to a 12-year term on the court in 2008.
